The further I dig here, the more I am amazed and disgusted at the depth to which (and duration over which) a totalitarian plan has been developed to use a "Climate" narrative to enslave humanity. That's the bottom line.
CIA 1960: Climate Control
The CIA produced two documents in 1960 around a "Climate Control Program." The first described the need for such a program, while the second proposed one. I've mirrored the full text here: CIA 1960: Climate Control.
This was not merely some artifact that has since sat in filing cabinets at the agency. As recently as 2011, a professor wrote a piece in the Guardian indicating that the spooks had been in touch and asked for his expertise [1].
